OLIVER PARKS & RECREATION SOCIETY COVID-19 UPDATE June 8, 2020

                    Following the release of the BC Go Forward Strategy on May 6, the Society continues to monitor developments around COVID-19 and follow public health authority recommendations, advisories and directions as to policies regarding public use of cultural and recreation facilities.

                    Public recreation and parks are fundamental municipal services that deliver essential social support and economic benefit to communities. Returning these services as fully, safely and quickly as possible in a post-pandemic context is our priority to help citizens regain ‘normalcy’. Through a high level of collaboration with organizations and associations within the recreation sector, as well as the local municipality and Regional District, the Society is working to create a phased recovery plan to increase access to facilities and recreation services in the coming weeks.

                    All Oliver parks, green spaces and trails are open and provide a low-risk opportunity to care for pets, walk, bike, and connect with nature. Public washrooms are open from 8:00am-8:00pm in Lion’s Park, Community Park, Kinsmen parking lot and Rotary Park and are being sanitized every 3 hours. As of May 20, the Small Wheels Park, Off-Leash Dog Park and Outdoor Fitness Equipment in Lion’s Park and the Community Park ball diamonds are open for passive use only (no organized play or competition).
                    We are grateful to the Town of Oliver for their assistance with the addition of signage, portable washrooms in the downtown core and the Park Ambassadors that have been focused on education of COVID-19 measures and bylaws, supervision of park facilities and disinfection of touchpoints in Lion’s Park throughout the month of May. Oliver Parks and Recreation will be continuing the Park Ambassador program throughout the month of June at Lion’s and Rotary Beach parks.

                    As of May 15th, the Oliver Community Tennis Courts reopened for casual drop-in tennis and pickleball play (no organized or league activities) for singles play or doubles with regular partners. A full set of guidelines have been developed for before, during, and after play to reduce the risk of transmission and these guidelines have been distributed through the Oliver Tennis Club and the Oliver Pickleball Club, and signage with the key messages are posted at the court entrances.

                    An order by Interior Health’s Chief Medical Health Officer (MHO) closing all fitness centres, gyms, yoga studios or similar personal training facilities was lifted on May 19, 2020. The order, issued on April 2, is being rescinded in accordance with B.C.’s Restart Plan Phase 2. This will allow these facilities to re-open as long as they can meet requirements to protect staff and clients against the spread of COVID-19. Any facility wishing to resume operation must develop a plan based on measures laid out by the Provincial Health Office. Oliver Parks and Recreation are currently working on our plan based on the measures laid out by WorkSafeBC and Interior Health Authority to reopen the Community Weight Room on Tuesday June 2, 2020. Our services at the first phase of reopening will be for current members only, no new memberships or drop-ins will be permitted as this time. As we will be required to ensure proper physical distancing and lower the capacity of members in the facility at one time, we will be utilizing a new scheduling system for members to book their workout times in advance. More information on how things will operate at the weight room including how to reactivate memberships and book appointments has been provided to members through email and Weight Room Attendants will be available to answer questions 7:00am-8:30pm at 250-498-4985 ex 205. starting June 2.

                    Following the BC Governments release of their Restart Plan on May 5th, the Society started developing a framework for reopening recreation facilities and services in Oliver. This framework follows a cautious, phased approach that allows time within each level of service to adjust plans if needed and ensure that all protocols are working and that no community outbreaks occur as a result of increased activity. This framework is considered a “work in progress” and will continue to build on the efforts of provincial agencies while remaining flexible to new or evolving direction from the Provincial Health Authority. The Oliver Recreation Restart Framework, available for viewing on our website https:// will be the base for our work moving forward.
                    As of Monday, June 1 playgrounds in Oliver will be open for public use including Rotary Park Playground, Kinsmen Park Playground & Spray Park, and the Lion’s Park Playground. The Tots & Tykes Playground (Community Park) is primarily being used for schools, daycares, and private bookings only for the month of June. Guidelines for the safe use of all playgrounds are posted and failure to follow these guidelines may result in the closure of these facilities. These play structures will not be sanitized and park users are asked to:
                    ? Maintain physical distancing between those not from your household
                    ? Avoid gathering in groups or overcrowding play areas
                    ? Wash/sanitize hands before and after playground use
                    ? Stay home if sick or have been told to self-isolate

                    As we move through the reopening framework, each facility must have a plan developed that meets all requirements and guidelines from the provincial and regional health authorities and, WorkSafeBC. Until such time that we are confident in our plans to mitigate the risks associated with the transmission of COVID-19, the following recreation facilities will remain closed:
                    ? Oliver Community Centre
                    ? Oliver Community Pool
                    ? Oliver Arena

                    The Recreation Administration Office will reopen for public access during regular business hours Monday to Friday 8:30am-4:30pm starting Monday, June 1. In order to maintain safe physical distancing, we will only be able to assist one customer within the office at a time. Recreation team members remain available during business hours to answer your phone calls and emails to assist you in through this challenging time. We continue to take registrations online and over the phone for summer camps and other outdoor programs such as Yoga, Tai Chi, canoeing lessons, and Tiny Trekkers set to start in June. As the situation remains very fluid, the Society is prepared to issue credits to account or full refunds for future registered programs and services that need to be cancelled or postponed due to pandemic exposure control measures.
